(or C.N.C.). He was the brother of Harry Osman Newland of the Singapore Police. Charles left Western Australia around 1871 and later returned. He had a son born in 1885 in Singapore. He was an Inspector in the Straits Settlement Police Force from 1878 to 1887. He resigned to apply for a post in Western Australia. He joined the West Australian Police Force in November 1893 as a Sub Inspector and served at Albany, Perth, Coolgardie, Kalgoorlie and Bunbury. He served in Africa in 1900 and Northam in 1901. He went to England for six months, arriving back in West Australia again on 11/09/1907. He was not re-appointed.
