He was the son of William Brooks. He arrived in Western Australia aboard the Helena Mena 08/10/1885 from London. He married on 22/05/1890 in Perth to Louisa Mary Shayer. She was the daughter of Henry George. He was a Perth Government draftsman until 1888, then with the commercial branch of West Australian. In 1890, Arthur was established as a share broker and was a foundation member of the board for the Perth Stock Exchange. He was a Justice of Peace. He was later the Director of Canning Turf Club and Aachen and Munich Fire Institute. He was even Chairman of Bunbury Brewing Co. Arthur was educated privately.
