Neil was born in Scotland. He was the second son of Neil. He was listed as a passenger on several voyages to Eastern colonies between 1882-1888. He married in 1900 to Jessie Alexandra Lawrie, the daughter of Hugh (of Scotland). He was a Railway engineer and contractor in business in Victoria and Tasmania. He employed five ticket of leave men between 1885-1886 at Jarrahdale, having the contract to build railway thence to Bunbury. He later constructed other lines and Victoria Reservoir in partnership with McLean Bros and Rigg. After he took over Jarrahdale Timber Company, he held extensive mining interests and the famous Mount Baker Estate Orchid and other farming properties. He was listed as a Justice of the Peace in 1895. His religion was Presbyterian.
